Desktop Production is coming with Industry 4.0
Scale of the production is getting smaller and a notion called as desktop producing is starting now. Every single house becomes a production site. All you need to do is to know programme writing, designing and interest in 3-D printers, scanners, laser cuts and low priced personal CNC stands. If our government establishes or funds common labs including such equipments that new generation Makers can use, it’d be a huge step to be taken in this matter. If you have those qualifications, it means that you are already global producers. Even a tiny production may have a buyer at the other corner of the world. Even an enterpreneur without a capital may suddenly become a global actor. And that is what Industry briefly 4.0 is.
What does the new R&D draft bring with?
According to draft, income obtained from research, development, design and renovation projects and university-industry cooperation is going to be gathered in a different account of circulating capital enterprise. 85% of this income is to be paid to the incumbent instructors. This application is important as it is going to draw scientists into the real economy. No income and corporate taxes will be procured from the profits of software, design and R&D activities of the companies in technology zone until 31st of December 2023. Goods imported in order to be used in related researches on R&D, renovation and design projects will be exempt from any kind of fund, stamp tax and charge. There will be a discount issue during determination of commercial and company profit capital supports provided by company tax payers, unless exceeding 10% of income or company profit and 20% of main capital, to be used for funding the projects to be performed in fields approved by ministery to the ones in technology zone. The discount amount shall not exceed 500 thousand liras per year and this regulation shall be implemented by the end of 2023.
The scholarships paid for the ones in post-doctoral research defined as not a higher educational activity will also be included in income tax exception provided to the students. Top three students will be awarded with extra points during their selection of related departments of undergraduate programme in national and international scientific competitions. Enterpreneurs in speciality technology development zone will not pay added value tax. Designer companies won’t be paying estate taxes for the immovables they owe in addition to stamp taxes and charges.
Inverstors will be able to benefited from the support of tax discount in use provided they supply direct enterprise capital to the technology development zone companies. The condition which is to obtain one of the following degrees: bachelor, masters and post graduate related to techno-enterprise capital support at least 5 years before the pre-application is to be extended to 10 years. Thus, more experienced enterpreneurs in R&D will be able to benefited from inducement.
Expenses related to design projects and special design expenses in designing centers will be included in tax deduction. Half of the employer’s share in premium calculated in accordance with the fees of designing staff is going to be paid by Ministry of Finance. It is going to be easier for the enterpreneurs with an original idea in terms of technology and lack of funding to access the financing. Some part of the supports supplied to the enterpreneurs is going to be an issue of discount in determining income and company tax assessment.
Education shall be including designing, producing and coding.
Every single academician, enterpreneur and young has to read those details carefully. Technoparks, technology transfer offices should be active in terms of announcing, paying attention and informing enterpreneurs and academicians. They need to act like a moderator or a guide to operate the process easily and clearly. This is not only about enacting, but a change of mentality as well.
